1. ABOUT THE DATASET -------------------- Title: Creator(s): Greg Marsden [1], Morgan Campbell [1], Angela Smith [1], Tom Cherrett [2] Organisation(s): 1. University of Leeds. 2. University of Southampton Rights-holder: Unless otherwise stated, Copyright 2026 University of Leeds Publication Year: 2026 Description: The data set consists of 4 sets of Q-Sorts. QSort 1 is an expert Q-Sort with 40 items which was completed by 53 participants using an on-line software Q-Methods. Q Sorts 2, 3 and 4 are a reduced form Q-Sort of the expert sort with 25 items, collected in Coventry (206 Sorts), Cornwall (203 sorts) and Bournemouth and surround area (201 sorts). The collection was again through Q-Methods but the citizens were recruited by YouGov to be representative of the population in the target areas through an on-line panel. The data set provided comprises the Q-Sort questions and the individual sort data as well as the analyses used in the published paper. The demographic characteristics of the participants is not provided as the Sorting process aims to identify clusters of opinions. METHODS ---------- [This section should describe how the dataset was generated. The following information should be included as relevant: The first stage of the QSort involved the recruitment of a purposive sample of expert stakeholders (n = 53) who undertook a Q-Sort on a set of 40 statements. Sampling was through professional contacts within a known network as well as a wider appeal for participants. This data collection occurred over the time period December 2022 to June 2023. All of the Q-Sorts were completed using the on-line software. The experts could be classified into the following groups: • Government (19) • Consultant (15) • Academic (5) • Industry (4) • NGO (8) The second set of Q-Sorts was to be conducted with members of the public using the same on-line software. A reduced form Q-Sort was set up comprising 25 of the wider set of 40 statements used previously. Recruitment for the citizen Q-Sort was undertaken using an on-line panel provided by YouGov in three places (Coventry (n=206), parts of Cornwall (n=203) and Bournemouth and surrounding areas (n=201). The software used was https://qmethodsoftware.com/ which enabled participants to sort statements by agree, disagree or neutral and then to assign these statements to a pre-defined Q-Sort grid. Please see the published article for further discussion of how the Q-Sort questions were defined.
